The hardest thing about fluoridation is knowing how much you are getting. The perfect way is to eliminate it completely from the source of drinking water and fluoridate with supplements. This gives you the most control over dosages. The only problem with this is lower socio-economic levels of the society will not get any fluoride. The perfect scenario is to fluoridate the municipal water supply (to cover the people that would not get fluoride), filter the fluoride out of your drinking water, and supplement any way you like.
